Keeping Washington Clean and Evergreen

The  Water Resources (WR) program within the Department of Ecology is looking to fill a Streamflow Restoration Project Technical Lead (Environmental Planner 3) (In Training) position. This position will be located in our Northwest Regional Office (NWRO) Located in Shoreline, WA.  

The Streamflow Restoration Section within the Water Resources Program was reorganized in the summer of 2021. Our staff work out of multiple Ecology offices on streamflow restoration efforts across the state.

This is a new position, in a new section in the Water Resources Program that moves at lightning speed! You might be a fit for this role if you enjoy working on multiple projects throughout the day. In a given day, you may conduct a project site visit, work on SEPA checklists, and write draft content for a grant program. This is an excellent opportunity to grow into a higher level planning position through trainings and on the job experience. If you also like to work as part of a team, both in a support role for other team members, and working independently to contribute to a larger team product, we want to hear from you.

Please Note: The salary posted above does not include the additional 5% premium pay that this position will receive due to this position’s location in King County.

Duties

What makes this role unique? 

This position requires someone that can multi-task and has strong project management skills. You will work under limited supervision, especially as you progress into the Environmental Planner 3 series. This is an opportunity to work with a new section within Water Resources on a range of projects in both a team and independent setting.

What you’ll do: 

  • Manage your own portfolio of streamflow and habitat benefiting grants, working directly with grant recipients and coordinating with a team of Ecology grant managers.
  • Support completion of a multi-year watershed-based planning process, navigating internal coordination, public concerns, and intra-agency collaboration. 
  • Work with watersheds to provide continued watershed plan implementation support and project tracking.
  • Play a role in developing and refining a new grant program to put water in streams and improve fish habitat.
  • Act as a project lead for special projects that address leading water resources issues in Washington State.

Qualifications

Required Qualifications:

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

The goal class for this position is an Environmental Planner 3 (EP3). We will consider applicants who meet the requirements for both the EP3 and the EP2 levels. If the finalist meets the requirements at the EP2 level, then they will be hired as an EP2 and will be placed in a training program to become an EP3 within a specified period.

At the Environmental Planner 2 Level: Pay Range 52 – ($4,188 – $5,494) Monthly (In-Training)

 

Option 1: A Bachelor’s degree with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, a natural science or closely related field AND Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2: A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND One (1) year of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

 

Option 3: One (1) year of experience as an Environmental Planner 1, at the Department of Ecology.

 

At the Environmental Planner 3 Level: Pay Range 59 – ($4,974 – $6,534) Monthly (Goal Class)

 

Option 1: A Bachelor’s degree with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, a natural science or closely related field AND Four (4) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development. 

Option 2: A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND Two (2) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 3: One (1) year of experience as an Environmental Planner 2 at the Department of Ecology.

Special Requirements/Conditions of Employment: 

  • Must have a valid Washington State Driver’s License.

Common interest/need: Study and review proposals carefully. Break down stated position and difficult conflict into the basic underlying interest and need. Seek to find common interests around which agreement may be reached.
