Keeping Washington Clean and Evergreen

The Water Quality Program within the Department of Ecology is looking to fill a Marine Water Quality Implementation Lead (Environmental Planner 4) position. This position is located in our Headquarters Office in Lacey, WA and is eligible for a telework/in-office hybrid schedule. You will have the opportunity to telework the majority of your week, and should live within a commutable distance to our Lacey office for in-person meetings and activities.

The mission of the Water Quality Program is to protect and restore Washington’s waters to support healthy watersheds and communities. Our work ensures state waters can support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.

 

This position will be responsible for the Marine Water Quality Implementation Strategy which is part of the Puget Sound Partnership and National Estuary Program efforts to clean up Puget Sound. The Marine Water Quality Implementation Strategy’s goal is to reduce the nutrient impacts to Puget Sound.

 

As our Marine Water Quality Implementation Lead, you will play a critical role in helping to address nutrient pollution in Puget Sound. You’ll serve as the hub between Puget Sound strategic planning efforts and the activities that get nutrients out of Puget Sound. 

 Please Note: This is a project position that is funded until June 30, 2028. Extension is dependent on future federal funding.

Duties

What you will do: 

You will be our Marine Water Quality implementation lead as the Water Quality Program executes the Stormwater Strategic Initiative (SI) Program. You will provide internal and external coordination and support for the implementation of the Marine Water Quality strategic implementation plan, in addition to other water quality plans in Puget Sound that are focused on addressing Puget Sound Recovery. 

To do this, you will:

 

  • Finalize the Marine Water Quality Implementation Strategy with key participants, including the Puget Sound Partnership, tribes, city and county governments, and local restoration organizations.
  • Coordinate the Marine Water Quality Implementation Strategy actions with all of the Strategic Implementation Leads (Stormwater, Shellfish and Habitat).
  • Ensure we are implementing the best and most impactful projects to address nutrients in Puget Sound.
  • Coordinate with all regulatory governments (including local, state and federal) to make sure we are leveraging the right projects that will get the best environmental response. For example, you will coordinate with the Puget Sound Nutrient Reduction Project and help implement Washington’s Water Quality Management Plan to Control Nonpoint Sources of Pollution (Download PDF reader).
  • Work to remove barriers to success. Lead and promote specific nutrient reduction projects to help others understand what could be done.
  • Build relationships with tribes, stakeholders, and the public, and create opportunities for us to work together through the implementation process.

Qualifications

Required Qualifications:

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:

  • A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field 
  • Five (5) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2:

  • A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field 
  • Three (3) years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.
