Keeping Washington Clean and Evergreen
Please Note: If the position ends up being in the Northwest Regional office in Shoreline, WA, then there will be an additional 5% premium pay that this position will receive due to this position’s location in King County.
In this role, you will lead the highly technical statewide biosolids program. You will coordinate regional biosolids staff to ensure consistency in program implementation, enforcement actions, answer technical questions, and respond to politically sensitive issues. You will also coordinate with the Environmental Protection Agency (EPA) and other states to ensure the biosolids program is consistent with federal standards.
During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties
What is unique about this position?
The biosolids program is highly technical. Stakeholders have a wide array of strong opinions about the program. As the statewide coordinator, you would be on point for statewide issues both technical and political.
What you will do:
- Interpret, coordinate and implement Chapters 70A.226 RCW (Municipal Sewage Sludge-Biosolids) and 173-308 WAC (Biosolids Management).
- Represent the agency regarding actions related to biosolids when working with federal, state and local agencies, the public, businesses, legislators, advisory committees, tribes, and interest groups.
- Coordinate statewide biosolids staff to ensure consistent program implementation and enforcement actions.
- Develop general permits, lead the process and follow a timeline to complete all aspects of the process including stakeholder outreach, permit drafts, and notices of intent.
- Act as a liaison, and provide technical advice and expertise to local health departments, and other public and private organizations concerned with biosolids management.
- Work closely with EPA to develop compatible interpretations of federal program requirements, and alignment of federal and state program implementation expectations.
- Work with state and local elected officials to address questions about state biosolids laws and program implementation.
- Maintain comprehensive knowledge of federal and state regulations, technical requirements, and supporting literature and documentation as it relates to the field of biosolids management.
Qualifications
Required Qualifications:
Option 1: A Bachelor’s degree with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND five (5) years of professional experience in land use; urban, regional, environmental, or natural resource planning; and/or program development.
Option 2: A Master’s degree or above with a major emphasis land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field AND three (3) years of professional experience in land use; urban, regional, environmental, or natural resource planning; and/or program development.
Desired Qualifications:

- Five years of demonstrated ability to understand and accurately interpret environmental legislation and regulations at the federal, state, and local level, including regulations that govern biosolids in Washington (chapter 173-308 WAC).
- Five years of demonstrated ability to communicate technical information clearly, both orally and in writing, including answering questions concerning biosolids.
