The purpose of the Conservation Program Coordinator position is to oversee the internal pathways program area and assist the Program Manager.
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Designs, develops, implements, and evaluates educational or outreach programs that promote energy, water, or natural resource conservation awareness and initiatives.
- Coordinates and manages educational or outreach events, small projects, contracts, marketing, and on-line literature content to promote energy, water, or natural resource conservation awareness and initiatives
- Analyzes energy, water, or natural resource conservation-related research findings to inform or make recommendations on program structure or program delivery to City leadership and other stakeholders.
- Develops, establishes, and manages service agreements with other programs, departments, and agencies.
- Researches energy, water, or natural resource conservation policies, best practices, and legislation to recommend changes to conservation initiatives.
- Prepares studies, reports, memoranda, briefs, or other written materials on energy, water, or natural resource conservation to inform customers, City leadership, and other stakeholders.
- Provides analytical support for policy briefs and program development related to energy, water, or natural resource conservation.
- Prepares grant applications to obtain funding for programs related to energy, water, or natural resource conservation.
- Reviews permit or plan revisions with project engineers and contractors.
- Reviews, evaluates, and recommends changes to technical reports, studies, and other departmental written materials. Provides technical advice to Conservation Program personnel.
Responsibilities – Supervision and/or Leadership Exercised:
- May provide leadership; lead cross-functional and departmental conservation project teams; work assignments; evaluation; training; and guidance to others.
Responsibilities and duties may include but are not limited to:
- Working closely with the Austin Conservation Civilian Corps (ACCC) Project Manager to ensure an approach to workforce development centers equity and provide educational context on why the program focuses on communities of color and those who are impacted by poverty for job pathway opportunities.
- Assist the Austin Conservation Civilian Corps (ACCC) Project Manager with interdepartmental coordination, review and fund projects implemented within those departments and within PARD.
- Assist with the monitoring of milestones, timeliness and project performance metrics for the many projects that will be a part of ACCC.
- Lead a team of ACCC interns from multiple departments working to implement the ACCC program. This includes reviewing and approving projects, milestones, budgets and staffing.
- Work in collaboration with the ACCC manager to seek and coordinator partnership and contracts with multiple vendors to implement the needs of ACCC including contract management, invoicing and negotiating details of contracts during development.

Other Information:
- The Austin Conservation Civilian Corps (ACCC) prioritizes working with communities who have been historically most impacted by extreme weather and will continue to bear the brunt of impacts as climate change accelerates, including low-income communities, those experiencing homelessness and BIPOC (Black, Indigenous and People of Color) communities. ACCC has added pathways into employment within the City of Austin (COA) to expand workforce opportunities to include the COA’s own critical workforce needs.
- Historical information about this position: On May 7, 2020 the Austin City Council approved Resolution No. 20200057-061. This resolution created the Austin Civilian Conservation Corps (ACCC) as a re-employment and workforce development program in response to the COVID-19 pandemic. ACCC was inspired by the original Civilian Conservation Corps (CCC) of the 1930s, which was part of the Franklin Delano Roosevelt’s New Deal work programs. However, the ACCC acknowledges the CCC was rooted in systemic racism and perpetuated unequal outcomes and has created a program that centers equity. In 2022, ACCC transitioned to the Parks and Recreation Department (PARD) to continue cross-departmental collaboration. Since the transition to PARD, ACCC has an expanded programmatic focus beyond pandemic response to address the overarching strategy of expanding green jobs through workforce development as outlined in the Austin Climate Equity Plan adopted in September of 2021.
Education and/or Equivalent Experience:
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Architecture, Business, Environmental Studies, Natural Science, Planning, and Resource Management or in a field related to the job, plus five (5) years of related experience.
- Masters Degree may substitute for experience up to two (2) years.
- Experience may substitute for education up to the maximum of four (4) years.
Licenses or Certifications:
Preferred Experience:
- Experience working with diverse communities and individuals from various social, cultural, economic, and educational backgrounds.
- Experience developing, planning, and implementing workforce development programs centering race equity in green vocations.
- Experience leading interns and crews on environmental education and conservation projects.
- Experience with writing and developing curriculum related to race, equity, environment, and culture.
- Experience with desktop and mobile GIS systems including using the system for tracking and monitoring.
Preferred Knowledge/Skills:
- Intermediate to advanced proficiency in Microsoft Office Suite to include Word, Excel, PowerPoint, Outlook and Teams.
- Ability to fluently communicate (reading, writing, speaking) in English and Spanish.
Other:
- Ability to travel to more than one work location.
