GENERAL DESCRIPTION:
Design Project Management Branch: Designing anything to be built anywhere… in Texas. Join our branch of design professionals and the larger Texas Parks and Wildlife family as a Design Project Manager – Architect to serve the wild places and people of Texas. Rewarding work within a mission-driven conservation agency on a broad range of project types all over the state.
This career opportunity with the Infrastructure Division of the Texas Parks and Wildlife Department (TPWD) is for a passionate, talented and results-oriented Architect ready to perform complex project management work at all stages of the project before construction, including feasibility, scoping, planning, design and project management of a wide variety of unique projects for multiple divisions within TPWD.
Projects are comprised of those listed in the Agency’s Capital Construction Portfolio, which varies every biennium, but typically includes renovation or new construction of headquarters buildings, restrooms, offices, maintenance complexes, bunkhouses, hunter check stations and residences, as well as repair and new construction of utility infrastructure, shoreline stabilization projects, dams, bridges, and trails. The portfolio also includes planning and development of land acquisitions for new State Parks, State Natural Areas, and Wildlife Management Areas.
This position is based at TPWD Headquarters in Austin, TX, but a flexible telecommuting schedule is available. Periodic travel to project sites around the state is required.
Architect II: Works under general supervision, with limited latitude for the use of initiative and independent judgment.
Architect III: Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
Qualifications
MINIMUM QUALIFICATIONS
Education:
Graduation from an NAAB-accredited college or university with a professional degree in Architecture.
Experience:
Architect II: 5 years’ experience in architectural design work as, or under the direction of a licensed architect; 2 years’ experience in project management of land development, new construction, or renovation of buildings;
Architect III: 10 years’ experience in architectural design work as, or under the direction of a licensed architect; 5 years’ experience in project management of land development, new construction, or renovation of buildings.
NOTE: Experience may have occurred concurrently.
Licensure:
Must possess a current and active Architect License in the State of Texas, as issued by the Texas Board of Architectural Examiners (TBAE) OR be able to reactivate within three (3) months of hire date, OR possess a current and active Architect License in another state and be able to receive a license in Texas by reciprocal transfer within six (6) months of hire date;
Must possess a valid class “C” driver’s license from Texas or possess a valid driver’s license from another state within the United States and be able to receive a class “C” driver’s license from Texas within two months of hire date.
NOTE: Retention of position contingent upon obtaining and maintaining required licenses.
ACCEPTABLE SUBSTITUTIONS
Experience:
Graduation from an accredited college or university with a Master’s degree in Architecture may substitute for one year of the required experience.
PREFERRED QUALIFICATIONS
Experience:
Experience managing the work of outside professional design consultants to deliver projects within the constraints of scope, schedule, and budget;
Experience reviewing architectural or engineering design and construction documents;
Experience with managing or performing design work for a governmental entity.
Licensure:
Current Project Management Professional (PMP) certification issued by the Project Management Institute.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of architectural design principles, site planning, practices, methods, systems and processes;
Knowledge of green building and sustainable building principles;
Knowledge of outdoor resource-based recreational facilities and supporting infrastructure requirements;
Knowledge of the A/E design profession’s standards of care in the industry and responsibilities relating to performance and contracts;
Knowledge of local, state, and federal laws and building codes relevant to designing facilities at TPWD;
Knowledge of Project Management systems, techniques, and processes. (Project Management Institute or similar);
Knowledge of the construction process, construction management techniques, proper construction contract documentation, and building operations;
Skill in site analysis, site planning, architectural programming, conceptual and schematic design;
Skill in using AutoCad and/or similar architectural design software;
Skill in using Microsoft software (Excel, Word, PowerPoint, OneDrive, Sharepoint);
Skill in using Ebuilder or similar project management scheduling tools;
Skill in making presentations to stakeholders and divisional peers;
Skill in negotiating professional design service contracts;
Skill in directing the timely delivery of project deliverables;
Skill in reviewing and monitoring the design work of others;
Skill in estimating construction costs for design work;
Ability to communicate graphically using both hand sketching, CAD drawings, and other media in order to present project ideas and design concepts to team members;
Ability to develop conceptual design work within available construction budgets;
Ability to analyze, interpret and form professional opinions regarding building, life safety and accessibility codes;
Ability to perform independent field assessments of site conditions and architectural issues;
Ability to communicate effectively through verbal and written communication;
Ability to effectively conduct meetings;

WORKING CONDITIONs
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work overtime as necessary;
This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval;
Required to perform work outdoors, occasionally in adverse weather conditions;
May be required to operate a State vehicle;
Required to travel 25% with possible overnight stays;
Must conform to TPWD dress and grooming standards, work rules, and safety procedures;
Non-smoking environment in State buildings and vehicles.
