Keeping Washington Clean and Evergreen
As Policy Unit Planner, you will be responsible for guiding the development of cleanup rules and policies. You will use your project management expertise to prepare work plans and timelines, and direct other technical staff in the unit on smaller projects including the development of policies, plans, reports, documents, and memos to implement the cleanup rule and other TCP rules. You will also plan and facilitate internal workgroups on rule updates, policy and guidance and strategic planning. Additionally, you will organize and lead public meetings, conferences and workshops to provide cleanup rule updates.
Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Planner field and achieve the goal class of an Environmental Planner (EP3). Candidates will be considered at the EP2 and EP3 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.
The mission of the Toxics Cleanup Program is to protect Washington’s human health and the environment by preventing and cleaning up pollution and supporting sustainable communities and natural resources for the benefit of future and current generations.
Tele-work options for this position: This position will be eligible for up to a 90% tele-work schedule. Duties
What makes this role unique?
This role will allow you to flex your versatile skills as a project manager, policy researcher and writer. While your primary role will be to provide project management for the update of the Cleanup Rule, you will also collaborate across the Toxics Cleanup Program (TCP), providing planning and policy development assistance to technical staff responsible for rulemaking and legislative policy analysis. You will interface and communicate with the public and internal workgroups to share important updates to cleanup rules and policies.
What you will do:
- Coordinate planning, development, and implementation of rulemaking and policies related to the cleanup rule and other TCP rules.
- Prepare required documents for each phase of rulemaking.
- Develop and maintain knowledge of and experience with toxics cleanup laws and rules.
- Read, analyze, interpret, and monitor internal and external policies, procedures, and rules.
- Conduct policy research and analysis.
- Convene and facilitate meetings with staff from Policy & Technical Support Unit (PTSU).
- Prepare clear and concise written and verbal communication, including presentations for a variety of audiences including stakeholders, communications such as website content, articles and emails to Tribes and external stakeholders, and notices for internal staff and interested external parties.
- Write clearly and succinctly about highly complex legal, economic, regulatory and technical issues in a manner that is easily understood by lay audiences.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Planner 3 (EP3). We will consider applicants who meet the requirements for the EP2 and EP3 levels. If the finalist meets the requirements for the EP2 level, they will be hired at that level and will be placed into a training program to become a EP3 within a specified period of time.
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
At the Environmental Planner 2 level: Pay Range 52 ($4,497 – $6,046 monthly) (In-Training)
Option 1:
- A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, cultural, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, environmental policy, environmental studies, social sciences – such as anthropology or sociology, or closely related field.
- Three years of professional experience in land use, urban, regional, environmental, or cultural or natural resources planning, policy development, or program development.
Option 2:
- A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, environmental policy, environmental studies, social sciences – such as anthropology or sociology, or closely related field.
- One year of professional experience in land use, urban, regional, environmental, or cultural or natural resources planning, policy development, or program development.
Option 3:
- One year of experience as an Environmental Planner 1, at the Department of Ecology.
At the Environmental Planner 3 level: Pay Range 59 ($5,341 – $7,184 monthly) Goal Class
Option 1:
- A Bachelor’s degree with major emphasis in land use, urban, regional, environmental, cultural, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, environmental policy, environmental studies, social sciences – such as anthropology or sociology, or closely related field.
- Four years of professional experience in land use, urban, regional, environmental, or cultural or natural resources planning, policy development, or program development.
Option 2:
- A Master’s degree or above with major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, environmental policy, environmental studies, social sciences – such as anthropology or sociology, or closely related field.
- Two years of professional experience in land use, urban, regional, environmental, or cultural or natural resources planning, policy development, or program development.
Option 3:
- One year of experience as an Environmental Planner 2, at the Department of Ecology.
Desired Qualifications:
