REQUIREMENTS AND PREFERENCES:
The Broward County Board of County Commissioners is seeking qualified candidates for Construction Project Manager (Space Planner), Facilities Management Division.

The Broward County Public Works Department, Facilities Management Division, provides program and administrative management of the maintenance and repairs, roads and grounds, utilities, minor renovations and capital maintenance, cleaning, paid parking, security and real property management of all County facilities and properties.
Specific responsibilities of the Construction Project Manager (Space Planner) include:
- Provide space planning and programming services on projects as assigned and plan move activities at designated client sites.
- Gather programming information related to space requirements, adjacencies, or move requirements.
- Interface with facilities planning and design staff in the coordination of various facilities projects. Includes synchronizing the timing and construction of offices, the distribution and installation of furniture, and the relocation of personnel to different buildings or spaces.
- Develop move plans with space assignments, occupancy plans, cabling requirements, IT requirements and construction requirements, cost estimates and timelines for all assigned projects.
- Develop plans and space strategies utilizing blocking and stacking diagrams.
- Coordinate with client and associates to determine furniture requirements, bill of materials and furniture product availability.
- Conduct building audits to verify that employee locations, furniture layout and room configurations are correctly noted on floor plans, verify all site as-built drawings are up to date, including: architectural, furniture, p-lines, AIM space management and occupancy data, including input and maintenance of facilities plans on AutoCAD, BIM and/or Visualization software.
- Create site space utilization reports weekly, monthly and quarterly as determined.
- Maintain strong relationships and communication with vendors and customers to understand requirements and monitor projects and assignments in relation to cost, quality, and schedules.
- Provide independent thinking and full project management with little supervision.
- Participate in training, mentoring, and teamwork development with other County employees.
General Description
Performs advanced professional and administrative work in the design and management of construction projects for the County.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires a Bachelor’s degree from an accredited college or university with major coursework in architecture, civil engineering, construction management or closely related field.
Requires four (4) years of professional engineering and/or construction management experience relevant to the area of assignment or closely related experience.
Special Certifications and Licenses

Preferences
- LEED Accredited Professional (GA, BD+C, or ID+C)
- Registered Architect
- Interior Design License and/or NCIDQ Certification
- Project Management Professional (PMP) Certification
- Master’s Degree in Architecture, Interior Design, Construction Management or another closely related field.
- At least five (5) years in Architectural Space Planning, working with AutoCAD, BIM and/or Visualization software, managing contractors and consultants in design and construction activities.
- At least four (4) years of experience managing a variety of complex remodeling and renovation projects in a governmental or institutional setting.
- At least four (4) years of specifying, purchasing and installing commercial interior furnishings using standard furniture and labor contracts.
- At least three (3) years of experience working in space management utilizing a digital database reporting platform.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
- Develops and prepares engineering plans and designs for a variety of construction projects; estimates quantities and costs of such projects.
- Assists consultants in the development of construction projects; issues work orders to consultants, surveyors and testing labs; reviews consultants’ plans and specifications at various stages of development for conformance to design standards, completeness and accuracy; monitors consultants’ cost estimates and verifies consultant’s invoices and recommends payment.
- Coordinates bid advertisements; schedules and assists in conducting pre-bid conferences; assists in evaluating bids and making recommendations for award of contract.
- Schedules and assists in conducting pre-bid construction meetings with consultants, contractors and subcontractors; issues Notice to Proceed to contractors; reviews field inspection reports.
- Assists in the preparation of schedules and monitors construction progress; assists in the preparation of change orders; maintains records of consultant’s payments.
- Assists in the inspection of projects for substantial completion and prepares punch list of any deficiencies; arranges for correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects.
- Prepares required paperwork for capitalizing and closing the project; performs special investigations, sites analyses and feasibility studies as required and submits technical and management reports.
- Meets with consultants, contractors, utility organizations, city, state, federal agencies, civic associations, business and community leaders, property owners and attorneys; assists with the preparation of the budget for capital expenditures.
- Makes recommendations regarding hiring, discipline and promotions of subordinates; authorizes leave; evaluates employee performance.
- Performs related work as assigned.
