Responsibilities

WHAT IS THE WAGE & INVESTMENT DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. Key W&I objectives are to provide high-quality taxpayer assistance, and to enable taxpayers to transact and communicate electronically to file their returns, make payments and receive assistance. W&I partners with private organizations to provide assistance to such disadvantaged groups as elderly and low-income taxpayers.

WHAT DOES A ACCESSIBILITY ANALYST DO? As an Accessibility Analyst you will oversee alternative media programs and are a resource for IRS employees, taxpayers and contractors on accessible file formats for people with disabilities. You will provide IRS products in alternative media formats through file conversion, acquisition, production and dissemination. You perform analytical, technical and administrative duties including research, data gathering, interpretation and decision making in support of alternative media activities. You will develop specifications, task orders, procedures and guidelines to ensure the effectiveness and efficiency in the production and delivery of alternative media products and services.

As an Accessibility Analyst you will:

  • Serve as an expert in alternative media formats, convert IRS materials into Braille, large print, audio, text, Section 508 compliant files and other accessible formats using conversion, transcription, remediation and any other software that checks accessibility.
  • Proofread and prepare files for shipment or download. May include posting, printing, embossing, binding, punching, bursting, packing, saving to portable storage devices and shipping by appropriate transportation method.
  • Complete contacts including telephone and electronic communication with taxpayers, employees and stakeholders to provide explanations to specific inquiries about alternative media. Use interviewing and probe and response techniques to communicate effectively to provide consistent customer service and information to the public.
  • Develop tracking mechanism to analyze and report out on all incoming communication on the Accessibility Helpline. Use data to Identify trends and make recommendations for improvement based on effective analysis.
  • Function as a consultant giving technical advice, guidance and assistance on alternative media operations to various agency personnel, taxpayers and stakeholders; coaches and review the work of lower graded employees accordingly.
  • Conduct accessibility testing against Web Content Accessibility Guidelines (WCAG) success criteria to meet Level AA conformance and other federal requirements and accessibility standards. Remediate files to WCAG standards using Adobe Acrobat Pro and CommonLook PDF software.
  • Participate in projects, studies and task groups to provide guidance on accessibility and compliance laws. May participate in user acceptance testing to certify compliance with accessibility laws and standards.
  • Utilize computer technology for communication, data gathering and analysis to report information, improve program effectiveness and to make data-driven decisions. Prepare statistical reports, managerial briefings, project plans and other written communications to employees at all levels in the Agency.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-7 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Experience assisting others with laws, standards, and guidelines associated with persons with disabilities as it relates to accessibility services; Experience with Plain Writing Act of 2010; Experience with alternative media formats; Experience with written and oral communication.

OR

One year of graduate level education at an accredited college or university in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.

OR

Superior Academic Achievement (SAA) may be met by having a Bachelor’s degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.  

GS-9 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with laws, standards, and guidelines associated with persons with disabilities as it relates to accessibility services; Experience with Plain Writing Act of 2010; Experience with alternative media formats; Experience assisting with computer technology for file conversion and remediation, communication, data gathering, analysis and reporting; Experience with written and oral communication.

OR

A Master’s or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.

OR

2 full years of progressively higher level graduate education leading to a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.

OR

LL.B. or J.D., if related.

GS-11 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with laws, standards, and guidelines associated with persons with disabilities as it relates to accessibility services; Experience with Plain Writing Act of 2010; Experience with alternative media formats; Experience with community resources for people with disabilities including public and other government agencies, disability advocacy groups and IRS disability organizations; Experience assisting with computer technology for file conversion and remediation, communication, data gathering, analysis and reporting; Experience assisting with contract administration; Experience with written and oral communication.

OR

A Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.

OR

3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work.

OR

LL.M., if related.

GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with laws, standards, and guidelines associated with persons with disabilities as it relates to accessibility services; Experience with Plain Writing Act of 2010; Experience with alternative media formats; Experience with community resources for people with disabilities including public and other government agencies, disability advocacy groups and IRS disability organizations; Experience with computer technology for file conversion and remediation, communication, data gathering, analysis and reporting; Experience with contract administration; Experience with written and oral communication.

For Grades 7 THROUGH 11: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
