Keeping Washington Clean and Evergreen

The Water Resources (WR) program within the Department of Ecology is looking to fill two Policy, Rule and Grant Lead (Environmental Planner 4) positions. The positions may be located in any of the following offices: Headquarters Office in Lacey, WA.Northwest Regional Office (NWRO) in Shoreline, WA., Central Regional Office (CRO) in Union Gap, WA., or our Eastern Regional Office (ERO) in Spokane, WA. Upon hire, you must live within a commutable distance from the duty station. Please Note: If either position ends up being in the Northwest Regional office in Shoreline, WA, then there will be an additional 5% premium pay that the position will receive due to this position’s location in King County.  

In the positions, you will have the opportunity to expand your policy, rules, and grants related experience by working on the complex and challenging projects the Water Resources program is involved with around that state. The positions work within the agency, with other local, state, and federal agencies, tribes, interest groups, and the public to help manage our state’s water resources.

Program Mission: The mission of the Water Resources (WR) program is to manage water resources to meet the current and future needs of the natural environment and Washington’s communities.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. The positions require minimal in-office hours and are eligible to telework up to 90% of the time. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing.

Duties

What makes this role unique?

You will deal with unique policy, regulatory, and grant issues that support the mission of the Water Resources Program of managing water resources to meet the current and future needs of people, farms, and fish. Water resources issues are often complex topics with financial, economic, legal, and political implications.

 

 What you will do: 

 

  • Lead the development and analysis of water resource management policies.
  • Develop instream flow rules, including those needed to implement the 2018 Streamflow Restoration law (chapter 90.94 RCW).
  • Lead the water banking grants pilot project established by the Legislature in 2021.
  • Lead stakeholder outreach efforts on policies, rules, and water banking grants.    

Qualifications

Required Qualifications:

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment and education. See below for how you may qualify.

 

Option 1: 

A Bachelor’s degree involving a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field

AND 

Five years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

Option 2: 

A Master’s degree or above with a major emphasis in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or closely related field

AND 

Three years of professional experience in land use, urban, regional, environmental, or natural resource planning, and/or program development.

 

Option 3: 

One year of experience as an Environmental Planner 3, at the Department of Ecology.

 

Desired Qualifications:

  • Knowledge of water resources laws, policy and science especially related to instream flow protection.
  • Demonstrated experience with the legislative process especially related to natural resources management.
  • Demonstrated experience with rulemaking especially under the Washington Administrative Procedures Act.
  • Demonstrated experience with managing grants.
