Keeping Washington Clean and Evergreen
The Air Quality Program (AQP) within the Department of Ecology is looking to fill a Diesel Reduction Unit Supervisor (Environmental Planner 5) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
As the Diesel Reduction Unit Supervisor, you will be the senior policy consultant for oversight of the state and federal Volkswagen settlements and the Clean Diesel Grants team. The settlement dollars and grants will incentivize the reduction of emissions from diesel exhaust to reduce greenhouse gases and protect those most affected by toxic diesel emissions.
In this role, you will:
- Provide leadership, guidance, and management support on policy and program development.
- Set strategic goals and objectives consistent with federal consent decrees, trustee guidance, and legislative direction.
- Create and administer effective, consistent, and equitable grant programs.
- Recruit, evaluate, train, mentor, and promote career development of staff.
You will also serve as a liaison to the Governor’s Office, the Legislature, state agencies, the settlement trustee, and a wide variety of public and private external stakeholders regarding Volkswagen mitigation fund oversight.

Tele-work options for this position: This position will be eligible for up to an 80% tele-work schedule. Duties
What makes this job unique?
As part of the Air Pollution Reduction Grants section, you will supervise environmental professionals in the Diesel Reduction Unit in the design, planning, oversight and management of the federal Volkswagen settlement, the state Volkswagen penalty, and the Clean Diesel Program. You and your team will track criteria and greenhouse gas pollution emissions reductions for each of the projects and identify funds for grant recipients to maximize emissions reductions and incentivize the transition to zero-emission transportation. Additionally, you will be an ongoing source and liaison to Tribes, local governments, non-governmental organizations, and community members in educating them on grant opportunities, and helping with grant application submissions and supplementary materials.
What you will do:
- Lead the overall design, planning, and implementation of the Volkswagen settlement and Clean Diesel programs, and statewide expenditures of grant funds.
- Recommend projects to receive funding in accordance with the requirements for all sources of funds, including the state legislature, VW settlement, and Environmental Protection Agency’s Diesel Emissions Reduction Act program.
- Assist grantees in the identification of matching funds to maximize emissions reductions.
- Write, review, and conduct analysis of technological developments, state and federal legislation, and regulations.
- Ensure creation and administration of an effective, consistent, and equitable funding program.
- Serve as the agency representative and subject matter expert in internal and external processes involving Volkswagen mitigation fund oversight.
- Communicate and collaborate with key stakeholders, actively engage with and respond to inquiries and requests for program-specific information.
- Convene VW steering committees and workgroups as needed. Support and serve as the key staff liaison to these groups.
- Assign work to Unit staff, recruit, evaluate, train, coach, mentor, and promote career development of staff.
- Ensure the unit’s work is high quality and adheres to agency grant management best practices.
Qualifications
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
- 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
- 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
Option 1:
- A Bachelor’s degree with major emphasis in transportation, environmental, natural resource, land use, urban, or regional planning, landscape architecture, geography, or environmental law, public administration with an environmental emphasis, or a closely related field, AND
- Seven years of professional experience in transportation, environmental, natural resource, land use, urban, or regional planning, grant administration, and/or program development.
Option 2:
- A Master’s degree or above with major emphasis in transportation, environmental, natural resource, land use, urban, or regional planning, landscape architecture, geography, or environmental law, public administration with an environmental emphasis, or a closely related field, AND
- Five years of professional experience in transportation, environmental, natural resource, land use, urban, or regional planning, grant administration, and/or program development.
Option 3:
- Two years of experience as an Environmental Planner 4, at the Department of Ecology.
Desired Qualifications:

- Expert knowledge of transportation infrastructure and planning.
- Knowledge of grant administration.
