Job Description
The Office of Safety and Health (OSH) monitors and promotes a safe and healthy workplace for DOHMH employees. OSH works with agency programs to identify and assess regulatory requirements under PESH/OSHA; workplace safety and hazardous conditions; addresses hazards through controls such as procedures, training and personal protective equipment. OSH also provides guidance and oversight to programs/facilities on hazardous materials storage and hazardous waste disposal. OSH plays a vital role in emergency response by developing and drafting emergency specific safety protocols for DOHMH staff and providing guidance to other city agencies. OSH works with DCAS Citywide Occupational Safety and Health (COSH) on health and safety issues in common with other agencies and with the Office of Emergency Preparedness and Response (OEPR) to lead and promote the CHASP (Citywide Health and Safety Program) during multi-agency emergency response operations.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
* The Health and Safety Officer will assume responsibility as the Office of Safety & Health’s primary Incident Command System (ICS) coordinator for the agency. The Health and Safety Officer will be expected to respond to emergency situations by providing guidance, written procedures for staff (including other city agencies as needed) and other material and information needed for the specific situation response. * Other critical duties of the Health and Safety Officer will include:
–Research regulations and best practices for handling and disposing of hazardous materials and hazardous waste.
–Analyze job duties to provide role specific guidance.
–Provide Hazard Materials/Waste support and guidance to relevant programs.
–Analyze safety and health incidents to determine additional training needs.
–Track training compliance data and prepare compliance reports.
–Conduct safety and health training and design/develop S&H training programs (including online course content) as well as assign/track health and safety risks and required training at the agency responder level. .
–Research regulations and best practices for managing environmental programs and spill response.
–Manage environmental programs, such as EPCRA/Tier 2 reporting, spill response, etc.
–Prepare investigation reports including research on the best preventative measures to avoid future incidents.
— Analyze Health and Safety incident data to identify reoccurrences by type and location.
–Perform safety & health investigations and assessments.
–Serve as the Incident Command System (ICS) Safety and Health Liaison to DOHMH’s Office of Emergency Preparedness and Response (OEPR) and serves as one of the Safety Officers during emergency activations.
–Serve as Agency Respiratory Protection Administrator and Radiation Safety Officer.
–Participate in agency-wide required activities for emergency preparedness; respond when called upon, promptly and appropriately.
–Schedule and manage on-call rotation to ensure proper safety and health coverage for emergency needs. Support Assistant Safety Officers during emergency activations.
–Manage federal and state grants for responder safety & health and monitor expenditures.
–Manage and perform respirator fit testing.
–Support Executive Director and Deputy Director in day to day operations and administration.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
Environmental and occupational safety and health background with a minimum of 5 years of work experience is preferred.
Strong familiarity with OSHA/PESH, RCRA, DOT, DEP Right to Know and FDNY codes preferred.
Experience using exposure monitoring equipment and performing environmental monitoring/sampling.
Excellent written and verbal communication, interpersonal communication and organizational skills. Ability to work independently is essential.
