Job Description

The mission of the Bureau of HIV (BHIV) is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities and combat stigma.

The Bureau of HIV (BHIV) oversees and coordinates the New York City (NYC) Health Department’s response to the HIV epidemic. Programs within the Bureau include: HIV Prevention; Care and Treatment; Epidemiology; Social Marketing and Community Engagement; Policy & External Affairs; Administration; and, Clinical Operations and Technical Assistance (COTA)

The Bureau of HIV (BHIV) leads: Policy development; direct administration of programs; oversight of contracted programs; community participatory planning; provider outreach and education; research; surveillance; and the goal of preventing new infections and supporting NYC residents living with HIV/AIDS.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

• Contribute to annual and semi-annual reports to funders.

• Submit abstracts to national conferences and papers to peer review journals, as appropriate.

• Identify and develop opportunities for making contributions to the public health and medical literature, peer reviewed journals, scientific research journal.

• Enter TA medical and health scientific peer reviewed research, qualitative and quantitative data, scientific and peer reviewed literature findings into Public Health Partners Connect (Salesforce).

• Partner with the DOHMH Master Contractor to ensure program integrity and quality through records review and joint monitoring.

• Provide on-going monitoring of all required reporting form awarded agencies to ensure comprehensive evaluations of project can be conducted.

• Collaborate with COTA’s Planning, Monitoring, and Evaluation (PME) team to evaluate project on an on-going basis and provide tailored TA or quality improvement support as needed.

• Partner with BHIV Programs to understand current BHIV scientific and peer reviewed research finding activities that can inform the development of TA activities.

• Contribute to the development and overall design of the RFP for BE InTO Health Program or eD2C Project.

• Review and score submitted proposals for BE InTO Health Program or eD2C Project.

• Provide on-going project management support to awarded agencies to setup and sustain their awarded project.

• Deliver on-going Technical Assistant (TA) and capacity building assistance to awarded agencies, which may entail developing medical and health scientific research, curricula, conducting trainings, developing and/or delivering webinars, facilitating learning communities, making linkages between members of different organizations (peer-to-peer).

• Conduct routine site visits, and develop distance learning materials.

• Contribute to the development of and update standardized operating procedures and protocols to guide the implementation of projects.

• Apply systematic reviews of the recent medical and health scientific published peer reviewed research, literature and clinical guidelines to inform the development of TA support.

• Provide on-going contract management to ensure funded agencies are meeting contract deliverables on-time and are spending down awarded funds appropriately and timely.

• Support the creation of Public Health partners connect (Salesforce) reporting requirements for BE InTO Health Program or eD2C Project.

• Update existing Public Health Partners connect (Salesforce) standardized operating procedure to reflect new updates.

• Represent and present on the BE InTO Health Program of eD2C Project, as requested, at both relevant internal and external meetings.

• Perform ad-hoc duties as may be assigned by supervisor.

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

• To be appointed to Assignment Level II and above, candidates must have:

1. • Ability to collaborate with subject matter experts and managers in training and TA resource development, delivery and modification.

• Experience with abstract and manuscript development.

• Solid working knowledge of MS Office software.

• a firm grasp of public health and health or social services evaluation.

• Keen attention to detail.

• Ability to handle multiple an diverse assignments efficiently and effectively.

This role also demands an ability to work effectively with a diverse staff of City Research Scientists, trainers, planners, capacity-building experts, clinicians, program managers, and service providers within the NYC DOHMH and at external agencies, including Health Resources and Services Administration.
