Job Description
The mission of the Bureau of HIV/AIDS (BHIV) is to end HIV transmission, promote the health of all New Yorkers with or vulnerable to HIV, reduce HIV-related inequities and combat stigma.
The Bureau of HIV/AIDS Prevention and Control (BHIV) oversees and coordinates the NYC Health Department’s response to the HIV epidemic. Units within the Bureau include:
HIV Prevention (HIV testing
promotion of biomedical prevention)
Care and Treatment (Ryan White, care coordination, research and evaluation)
Epidemiology (surveillance, partner services)
Clinical Operations and Technical Assistance
Social Marketing and Community Engagement (social marketing & digital media, community engagement, condom distribution)
Policy & External Affairs (intergovernmental affairs, policy planning)
The work of the Bureau includes:
policy development
direct administration of programs
oversight of contracted programs
community participatory planning
provider outreach and education
research
surveillance
All with the goal of preventing new infections and supporting New York City residents living with HIV/AIDS.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Reporting to the City Research Scientist III / Senior Capacity Building Assistance Specialist, the selected candidate will have the following responsibilities:
• Translate scientific medical health research, peer reviewed literature and performance monitoring findings to develop summaries of progress and recommendations for program planning, in presentations to engage key stakeholders.
• Submit abstracts to national conferences and papers to scientific medial health peer review journals, as appropriate.
• Identify and develop opportunities for making contributions to the public health, medical scientific literature.
• Apply a systematic review of the recent scientific health, medical and peer reviewed published literature and clinical guidelines to inform the development of Capacity Building Assistance (CBA) training curricula and Technical Assistance (TA) support to health departments and community based organizations in and outside of New York City.
• Provide tailored Technical Assistance (TA) in response to CDC-assigned capacity building requests, including conducting needs assessments and environmental scans/literature reviews, developing action plans.
• Develop curricula, conducting in-person and/or virtual trainings, developing and delivering national and local webinars, facilitating learning communities, and making peer-to-peer linkages between members of different organizations.
• Develop customized Technical Assistance (TA) activities in collaboration with subject matter experts in the following areas:
HIV partner services
data-to-care activities
integrated HIV prevention and care planning
HIV/HCV transmission clusters and outbreaks
social determinants of health
condom distribution
syringe service programs (SSPs)
HIV prevention social marketing campaigns and social media strategies (increasing accessibility, acceptability, and availability of HIV prevention programs and services)
Scientific, health and medical evidence based interventions
• Partner with BHIV Programs to understand current BHIV activities that can inform the development of Capacity Building Assistance (CBA) trainings and Technical Assistance (TA) activities.
• Assist in development of Capacity Building Assistance (CBA) marketing and branding, including but not limited management of on-line presence, and content development.
• Represent the BHIV, as requested, at both relevant internal and external meetings.
• Up to 40% domestic travel (based on agency health and safety travel recommendations). This may include, but not be limited to 11-13 US states and territories in the Northeast region, including Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Puerto Rico, Rhode Island, US Virgin Islands and Vermont.
• Perform ad-hoc duties as may be assigned by supervisor.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
• Excellent written, oral and interpersonal skills.
• Must have knowledge of HIV/AIDS prevention and treatment.
• A minimum of 5 years of experience in training preferred.
• Demonstrated knowledge of instructional design, online instructional design, and adult learning theory.
• Exceptional relationship-building and influencing skills.
• Ability to collaborate with subject matter experts and managers in training development, delivery and modification.
• Some experience with abstract and manuscript development.
• Solid working knowledge of Excel and other MS Office software.
• Solid working knowledge of zoom or other virtual meeting platforms that can be used to facilitate trainings.
• A firm grasp of public health and health or social service evaluation.
• Keen attention to detail.
• ability to handle multiple and diverse assignments.
• strong organizational and project management skills
• advanced knowledge of high impact HIV prevention activities
• an appreciation for data quality and program quality management
• an ability to manage projects such as coordination of workshops/trainings and development and design of questionnaires
• ability to oversee the designing of materials, handouts, questionnaires.
• a diplomatic ability to navigate within institutions such as Health Departments and Community Based Organizations with different needs.
This role also demands an ability to work effectively with a diverse staff of Scientists, trainers, planners, capacity-building experts, clinicians, program managers and service providers within the NYC DOHMH and at external agencies, including the Centers for Disease Control (CDC).
