Job Description

The New York City Department of Health and Mental Hygiene (NYCDOHMH)’s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies.

OEPR coordinates agency-wide emergency preparedness planning, exercises and training, evaluation of incident response, exercise performance and coordinating with community stakeholders, city, state & federal partners on public health emergency planning and response. OEPR’s work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster.

With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work.

OEPR’s employees are expected to align their work with OEPR’s efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.  

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

• Assist with and conduct scientific research and analysis across the Bureau of Emergency Field Operations.

• Support the conduct of geographic information system (GIS) research and processes using geocoding and geospatial analysis.

• Contribute to the development of targeted reports, dashboards and data visualization that surface key information about emergency field operations data.

• Conduct ad-hoc analyses and research to provide additional analytic support as needed.

• Collaborate with internal and external stakeholders to develop and maintain documentation, applications, and data analytical tools to support emergency operations.

• Assist with the conduct of trainings, including facilitating training modules and reviewing training curriculum.

• Participate in the development and implementation of exercises and drills.

• Serve as a key member of the DOHMH Incident Command System during emergency responses, which may include 24 hour availability.

Minimum Qual Requirements

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.

NOTE:

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

• Experience managing, blending, analyzing and reporting on quantitative data is highly desirable.

• Excellent verbal and written communication skills.

• Ability to synthesize results, and present findings and recommendations succinctly.

• Strong organizational skills.

• Ability to work both independently and with all levels of staff.

• Experience with data management software, geographic information systems (GIS) strongly preferred.

• Knowledge of statistical analyses software, (R, Python, SAS, SPSS, STATA) strongly preferred.

• Understanding of data visualization software (Tableau or Power BI), and relational database systems (SQL, BigQuery, or Oracle Business Intelligence) is strongly preferred.
