Job Description
The New York City Department of Health and Mental Hygiene (NYCDOHMH)’s Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH’s and NYC’s ability to prevent, prepare for, respond to, and recover from health emergencies.
The Office of Emergency Preparedness and Response (OEPR) coordinates:
agency-wide emergency preparedness planning
exercises and training
evaluation of incident response
exercise performance
coordinating with community stakeholders, city, state & federal partners on public health emergency planning and response
The Office of Emergency Preparedness and Response (OEPR) work focuses on promoting and protecting public health through emergency preparedness, response and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster.
With these inequities in mind, Office of Emergency Preparedness and Response (OEPR) is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work.
The Office of Emergency Preparedness and Response’s (OEPR’s) employees are expected to align their work with OEPR’s efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
• Ensure all DOHMH preparedness and response systems and associated work is built upon a foundation of health equity and racial justice principles.
• Direct the development and implementation of agency-wide plans and protocols based on our innovative risk assessments.
• Develop and conduct trainings for agency staff and leadership on these plans and test them in drills and exercises.
• Continuously evaluate, identify and resolve key gaps identified through exercises and real world incidents in order to improve agency performance during emergencies.
• Manage the New York City Department of Health (NYC DOHMH) Incident Command Services (ICS) structure and ensure the agency is in a constant state of readiness to respond to any emergency.
• Develop emergency response functions around the agency in coordination with department-wide leadership.
• Coordinate with other city agencies and partners in the development of citywide plans and health and medical protocols.
• Respond to public health emergencies in a key leadership role, which may include and require a 24 hour availability.
Minimum Qual Requirements
1. A master’s degree from an accredited college in emergency management, public health, disaster management, emergency preparedness / administration, public administration, or a related field and three (3) years of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning / management, emergency medical services, fire safety, law enforcement, homeland security, public health, environmental / occupational health and safety or a related specialized area; including eighteen (18) months of experience in a managerial, consultative, administrative or supervisory capacity. Supervision must include supervising professional staff in one of the areas described above; or
2. A baccalaureate degree from an accredited college and four (4) years of satisfactory full-time professional experience in one of the areas described in “1” above, including eighteen (18) months of experience in a managerial, consultative, administrative or supervisory capacity. Supervision must include supervising professional staff in one of the areas described in “1” above; or
3. A satisfactory equivalent combination of education and experience as described in “1” or “2” above. However, all candidates must have a baccalaureate degree and eighteen (18) months of experience in a managerial, consultative, administrative or supervisory capacity. Supervision must include supervising professional staff in one of the areas described in “1” above.
Preferred Skills
• Exceptional leadership and judgement, with a high level of organizational time & project management, problem-solving and decision making skills.
• Exceptional communication skills (both written and verbal) including the ability to work with individuals at various levels including executives.
• Experience leading diverse teams with divergent opinions.
• A minimum of 8-10 years work experience in public health and/or healthcare emergency preparedness and response, or related experience, preferably in a leadership capacity.
• A minimum of 10-12 years of supervisory and management experience, including the ability to delegate effectively.

**LOAN FORGIVENESS
The federal government provides student loan forgiveness through its Public Service Loan Forgiveness Program (PSLF) to all qualifying public service employees.
