Summary/Objective
The Building Maintenance Supervisor participates in the planning, organizing and directing of the building maintenance on City owned facilities to ensure the safe and reliability operation. This position is responsible for planning, organizing, directing, managing, and supervising the activities of the Facility Technicians in the performance of facilities maintenance and custodial maintenance for the Public Works Department. Responds to citizens and other public entities inquiries, complaints and requests. Coordinates facility maintenance activities with contractors.
Essential Functions / Responsibilities
- Oversees the Facility Maintenance division. Responsibilities include but are not limited to planning, organizing, directing, managing, and supervising the activities of the Facility Technicians.
- Performs routine building and facility inspections to ensure proper building use, cleanliness and on-going building security. Inspects mechanical, electrical and HVAC systems to ensure continued efficient operation.
- Responsible for ensuring all City property and buildings comply with federal and state laws and regulations.
- Assists with hiring and overseeing of service companies that perform janitorial services at City facilities. Responsibilities include but are not limited to purchasing and maintaining an inventory of cleaning and sanitary supplies for each facility and conducting follow up on services rendered.
- Adheres to all safety rules, practices, and policies and ensures that all employees follow applicable safety precautions and that all work is performed to meet or exceed the building codes and industrial trade codes.
- Reads and interprets prints, maps, drawings and diagrams; determines material, labor, and equipment requirements for various special projects. Provides technical guidance to Facility Technicians and determines course of action to resolve maintenance issues.
- Conducts employee performance appraisals, provides development opportunities and performance improvement needs, and handles disciplinary actions.
- Trains assigned personnel in safety, proper equipment use, and general work procedures. Assesses skills and training needs to aid in their development.
- Responsible for the hiring, training and development of facilities maintenance personnel.
- Assists the Public Works Superintendent in the financial operations of the facility maintenance and purchasing of materials and supplies.
- Assists in the development and implementation of department goals, objectives, policy and procedures and the formulation of short – term and long-term development and improvement programs.
- Assists with specifications and contract design of facility maintenance activities, facility maintenance projects, and building equipment purchase. Coordinates activities with contractor. Oversees and inspects contractor projects and activities to ensure work is on schedule and according to specifications.
- Coordinates with the Fire department on annual fire inspections of City buildings and facilities.
- Provides support, information, and direction to employees and other departments on the City’s facilities projects.
- Ensures all division equipment including vehicles is in safe proper operating condition prior to use.
- Operates various electronic and computer based software applications including but not limited to HVAC control programs, maintenance activity tracking software, and access control programs.
- Employee may be asked by the supervisor to perform other duties that are not listed but are essential to the job.
Minimum Qualifications / Requirements
- Ability to comprehend written material (i.e. technical manuals, blueprints, schematics, charts, diagrams); ability to comprehend directives.
- Ability to work independently, as part of a team, and with the public.
- Ability to protect and maintain confidentiality of information.
- Ability to prioritize work and meet deadlines with effective results.
- Ability to read, write, and understand the English language with proper spelling and grammar to communicate effectively both orally and in writing.
- Ability to make decisions in the best interest of both the resident and the city.
- Ability to use safe work practices while on the job, including following proper and stablished procedures in the use of equipment, and wearing the appropriate and/or required safety and personal protective gear.
- Ability to demonstrate the proficient use of equipment required of the position.
- Standard office procedures, systems and practices including the use of a computer.
- Must be knowledgeable of accepted building and trade practices, codes, tools and machinery.
- Must be able to withstand exposure to noise from equipment, machines, and vehicles.
- Must have adequate environmental tolerance, including the ability to work in variable and sometimes extreme weather conditions such as rain, snow, storms, heat, cold and any other weather indigenous to the area.
Education, Training, and Certification Requirements
- Must have a high school diploma or equivalent.
- Must have a minimum of ten (10 years) of experience in building maintenance, electrical, plumbing, HVAC, or building mechanical systems with two (2) year of supervisory or lead experience. OR an Associate’s degree in electrical, plumbing, HVAC or related field with six (6) years of experience with one (1) year of supervisory or lead experience.
- Three (3) years of supervisory or lead experience, preferred.
- Must have HVAC certification or be able to obtain within 6 months of employment.
- Supervisory or lead experience includes completing performance appraisals, directing employee’s daily work assignments, or evaluating the crew assignments.
- Must be proficient in the use of Microsoft Word, Outlook, and Excel.
- Must possess a valid driver’s license and acceptable driving record per the City’s drivers Use of Vehicles for City Business policy throughout employment with the City.
