The City of Leawood, Kansas will be accepting applications for a Recreation Services Superintendent until August 8, 2022.
Summary/Objective
The Recreation Services Superintendent oversees the development, coordination and supervision of the operations of the recreation division, including sports, programs, classes, facilities, marketing, aquatic center operations and special events. Coordinates activities with the maintenance division and provides intensive administrative support to the Assistant Director and Director.
Essential Functions / Responsibilities
- Oversees and directly supervises the Recreation Services Department. Responsibilities include operation and maintenance of the facilities to include the Lodge at Ironwoods, Prairie Oak Nature Center, Cabins, Challenge Course, Amphitheater, Aquatic Center, Community Center rooms, Shelter Rentals, and development and implementation of youth and adult sports programs, and coordinating staff for recreational programs.
- Oversees the registration process for all programs, events and rentals via RecTrac software program.
- Responds to inquiries and complaints from the public about recreation division operations, completes a follow-up in each situation as appropriate. Deals directly with citizens on non-routine issues not easily resolved by subordinates. Uses tact and professionalism in responding to inquiries and complaints.
- Responsible for the overall coordination and dissemination of the Recreation Division annual Year-end Activity reports to the Assistant Director and Director of Parks, Recreation and Arts. .
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends within department policy, appropriate changes.
- Manages and participates in the development and implementation of goals, objectives, policies, and priorities for recreation programs and services. Monitors and evaluates the quality, responsiveness, efficiency, and effectiveness of the department’s programs and services.
- Oversees and participates in the development and administration of the department’s annual budget to include revenue producing programs and opportunities; participates in forecasting the need for staffing, equipment, materials and supplies for direct programs; monitors and approves programming department expenditures.
- Responsible for the hiring, training and development of full-time recreation division personnel. Indirectly responsible for overseeing the hiring and onboarding of seasonal and part-time recreation staff.
- Conducts employee performance appraisals, provides development opportunities and performance improvement needs, and handles disciplinary actions.
- Attends, participates and represents City of Leawood Parks and Recreation at local and state professional group and association meetings.
- Oversees the organization and implementation of First Tee Golf Program in cooperation with Iron horse Golf Course Management Company.
- Works with the Assistant Director of Parks, Recreation and Arts to ensure recreation facilities are in safe working conditions and maintenance issues are resolved on a timely basis.
- Works with the Marketing and Administration Supervisor on the promotion of recreation programs, events and facilities.
- Responsible for the overall execution of City-wide Recreation sponsored events and makes recommendations for improvements – coordinates with other city departments to ensure safe and successful events.
- Recommends new and innovative programs and events for the Recreation division. Evaluates and makes necessary modifications to Recreation related programs, events, policies and procedures as needed.
- Serves as liaison for the Parks and Recreation Department with various City departments. Initiates joint efforts to ensure cooperation and more efficient workflow.
- Serves as staff support to the Director for the Park and Recreation Advisory Board. Meets and interacts frequently with the general public, elected officials, civic groups and other governmental agencies by giving advice or technical assistance on Recreation Division related matters. Attends and represents the department at various public functions and meetings.
- Oversees implementation of special projects and preparation of analysis and reports of various department activities. Manages grant applications and awards. Assists Human Resources in the coordination and monitoring adherence to ADA with regard to all aquatic and recreational activities of the City.
- Stays abreast of new trends and innovations in the field of recreational services program development and implementation.
- May act as the Assistant Director of Parks, Recreation and Arts in her/his absence.
- Employee may be asked by the supervisor to perform other duties that are not listed but are essential to the job.
Minimum Qualifications / Requirements
- Ability to read, write, and understand the English language with proper spelling and grammar to communicate effectively both orally and in writing.
- Ability to process, prioritize and organize large and varying amounts of information with effective results.
- Ability to prioritize work and meet deadlines with effective results.
- Ability to avoid safety hazards.
- Ability to work independently, as part of a team and/or with the public.

- Ability to use and understand the Department’s recreation registration software.
- Ability to make rational decisions efficiently during variable and sometimes stressful conditions, including the ability to calmly interact with the public and other City personnel.

- Proficient in Recreation principles and theories.
- Proficient in the use of Microsoft Office Suite including, Word and Excel.
- Standard office procedures, systems and practices including the use of a computer.
Education, Training, and Certification Requirements
- Must have a Bachelor’s Degree in Recreation Administration, Leisure management or related field.
- Must have a minimum of (10) years of experience in the field of Parks and Recreation Operations. Experience required in aquatics, recreation programing, event planning and facility management.
- A combination for additional education and certifications may be substituted for minimum required years of experience.
- Must have a minimum three (3) years’ experience in a supervisory role.
- Must have Certified Park and Recreation Designation (CPRP).
- Aquatic Facility Operator Certification, preferred.
- Completion of NIMS requirements within one year of hire date.
- Must possess a valid driver’s license and acceptable driving record per the City’s drivers Use of Vehicles for City Business policy throughout employment with the City.
