Summary of the Position: The Budget & Financial Analyst is responsible for the coordination and analysis of the City Budget and coordinates with the capital asset inventory system and capital improvement projects. 

General Overview of Responsibilities: 

  • Coordinates, directs and performs preparation of financial data for month-end close as well as any necessary financial reports requested by department, governing body, other city departments and state and local agencies. 
  • Coordinates the development of the City’s annual operating budget. Develops and maintains the development of budget guidelines, budget structure and related items to budget planning and management. 
  • Provides budgetary and financial analysis services to operating departments. 
  • Responsible for monitoring budget conformance throughout the year, conducts financial analysis as requested. 
  • Compiles a variety of reports and finance-oriented documents, including Capital Improvement Program budget, Budget Summary and all related documents.
  • Prepares comprehensive technical reports, cost estimates and budget projections based upon forecasting data and financial trends.
  • Provides oversite to the Project Accountant on the City’s Capital Improvement Project (CIP) with the coordination, preparing and management of capital improvement programs and related program information and documents. 
  • Coordinates the City’s contract compliance and grant program. 
  • Processes and ensures timely delivery of all principal and interest payments to the State of Kansas. 
  • Works with the Managerial Accountant in reporting and submitting Community Improvement Districts and Transportation Development District and other economic development payments. 
  • Prepares, updates, reviews and submits all city taxes received to necessary agencies. Ensures monthly and annual reports completed and transactions are posted to the general ledger. 
  • Assists in preparing the draft Preliminary Official Statement. 
  • Assists in preparing special assessment receivable by preparing certification of special assessments to the County and accounts for special assessment debt according to Governmental Accounting Standards Board GASB.
  • Assists the Finance Director with coordinating the preparation of documents for the external audit and annual comprehensive financial report. 
  • Participates in the development and analyzing of the City’s five-year Capital Improvement Plan as well as financial forecast and Capital Improvement Plan document. 

Minimum Requirements: Must possess a minimum of a Bachelor’s degree in accounting, business, finance or related field from an accredited higher education institute. Must have a minimum of six (6) years of increasingly responsible accounting experience including general, government and fund accounting; capital project accounting; capital assets, accounts receivable and budget preparation. 

Preferred Requirements: Bachelor’s degree with eight (8) years of experience. Certified Government Finance Manager and/or Certified Public Finance Officer designation. Be able to obtain Certified Government Finance Manager and/or Certified Public Finance Officer designation within two (2) years of hire.
